The subject property is located to the north west of Cardiff city centre in the predominantly residential area of Mynachdy. The site is located approximately 2 miles from the city centre.
The site is located between Western Avenue (A48) and North Road (A470) to the rear of Mynachdy Road and parallel to the South Wales Valleys railway line.
The site is located close to two university facilities , Cardiff Metropolitan University (Llandaff Campus) and Cardiff University (Heath Park Campus).
The city has one of the largest student markets outside of London with three established universities and over 50,000 full-time students. Cardiff has an undersupply of Student accommodation with only 21% provision of bed spaces to full time students. Cardiff benefits from excellent road communications lying south of junctions 29-33 of the M4 motorway and provides a direct rail service to London in approximately 2 hours. Cardiff Airport is approximately 30 minutes from the city centre which provides national and international flights.
There are three main providers of Higher Education in Cardiff; Cardiff University, Cardiff Metropolitan University and the University of South Wales. The city has approximately 51,000 full time students. There are approximately 14,000 purpose built student accommodation beds in Cardiff, including both University owned and privately built stock. There is limited planning for new developments after 2018 of around 3,000 beds. Only 28% of full time students having access to PBSA due to a current (and ongoing under-supply of PBSA).
Outline planning permission (Reference: 17/01292/MJR) is in place for the demolition of existing buildings and re-development of the site for new student residential accommodation subject to conditions.
The development proposal is for the erection of 5 blocks of student accommodation comprising a total of 350 bedrooms and a Community Centre/Boxing Club. Since outline planning was originally approved in December 2012 for a 249 bed scheme, student accommodation design has changed to meet the demands of modern day students. Cluster flats, with a shared living / kitchen / dining space and en-suite rooms, have now evolved to become self-contained studio style apartments. As such, changes have been made to the proposed mix of units whilst retaining the original design principles.
A total of 350 student studios and a (Section 106) Community Centre/Boxing Club or commuted capital contribution sum are proposed. The student accommodation blocks will be finished in terracotta brick slip cladding, polyester powder coated Aluminium roof flashing, grey polyester powder coated Aluminium windows, doors and curtain walling and Rockpanel cladding panels. These rooms provide a bed, small kitchen, dining area, studying desk and storage space within a single en-suite room.
The mix of proposed units in each block are as follows:
- Block A 85 studios / 4 accessible studios – 89 Studios;
- Block B 61 studios / 4 accessible studios – 65 Studios;
- Block C 67 studios / 4 accessible studios – 71 Studios;
- Block D 67 studios / 4 accessible studios – 71 Studios;
- Block E 52 studios / 2 accessible studios – 54 Studios; and
- TOTAL 332 studios / 18 accessible studios – 350 Studios.
The blocks are positioned in a linear configuration along the length of the site. Block A will overlook the main vehicular access to the site and will also house a site office at ground floor level for supervision purposes. Block A – D will be three storey and Block E will be predominantly three storey dropping to two storey near the eastern boundary of the site. A vehicular drop off area is proposed directly in front of this building. A total of 22 new permanent car parking paces are proposed with the development, all of which will be for disabled users. Some temporary car parking spaces are provided for the parental drop off at the start and end of term. This will be available within the service areas used for refuse collection. However, these will not be available during term time.
The entrances to Block B & C and D & E will be accessible off a central landscaped courtyard space. The development will also include cycle parking facilities for 273 cycles through a mix of short and long stay spaces. The short stay spaces will be provided for via Sheffield type stands and the long stay spaces will be within dedicated secure, covered cycle storage units located throughout the site.
A voluntary developer Section 106 contribution to the Connected Community strategy for Mynachdy is the provision of a new Community Centre and Boxing Club. The facility will cater for local events and gatherings, clubs, sports classes, receptions and any other suitable activity the community wishes to use it for. St Joseph’s Amateur Boxing Club will also be relocating to the centre from premises the former Viriama Jones School in Mynachdy which is due soon to be demolished. The training and education programmes offered by the club will be supported with a state of the art gym, boxing ring and changing rooms.
A coffee shop is also included in the development which will allow revenue to be generated from passing trade offered by the students and the local community alike. The new Mynachdy Road Boxing club & Community Centre will be located at the North-West entrance of the site. Placed adjacent to the existing community centre, the new building will allow activities to continue as it is being constructed. Once the construction is complete, demolition of the old centre will provide space for 17 parking spaces and convenient pedestrian access to the new facility. The building will be clad in a mixture of brick slip cladding and Rockpanel /Rockclad panels in different colour.
Outline planning permission is in place (under reference 17/01963/MJR) for a total of 5 blocks of Student Accommodation totalling 350 bedrooms (each block comprising three storeys). This is also to include hard and soft landscaping, cycle parking, bin storage, disabled parking subject to a 106 Capital Contribution, or new community centre with associated parking, subject to conditions.
